Five Eastern European and Mediterranean cities and five capitals in Western Europe, working with a wider network of EUROCITIES members, cooperate within the 36-month (2015-2018) Congestion Reduction in Europe, Advancing Transport Efficiency (CREATE) research project.

Funded by the European Commission under Horizon 2020, CREATE encourages a shift from cars to more sustainable transport modes by relying on comprehensive research, including data analyses and historical studies. Led by University College London (UCL), the project consortium includes ten cities (Adana, Amman, Berlin, Bucharest, Copenhagen, London, Paris Ile-de-France, Skopje, Tallinn and Vienna), universities (Sciences Po, Dresden University and BOKU), and an SME (INRIX).
